Dear Mr. Reed:
By letter dated January 17, 1977, we requested the Commonwealth Edison Company to submit an evaluation of a postulated fuel handling accident in the Reactor Building of Dresden 1.
The potential consequences of an accident involving the handling of spent fuel inside containment had not been evaluated previously for Dresden 1.
By letter dated March 18, 1977, you submitted an evaluation of this accident.
We have reviewed your submittal and have concluded that although the potential coasequences are somewhat larger than estimated by you, they are appropriately within the exposure guidelines of 10 CFR Part 100 and are, therefore, acceptable.
We also independently evaluated the consequences of dropping the fuel transfer cask loaded with 16 spent fuel assemblies down the fuel transfer tube.
The consequences of this accident are more severe than the drop of the single bundle postulated in your fuel handling accident.
The assumptions used and the conclusion that the potential consequences are acceptable are given in the enclosed Safety Evaluation.
