Based on the results of the '(RC inspection conducted on July 28-30 a'nd August 3 and 4, 1976, it appears that certain of you activities were not conducted in full co=pliance with NRC regulations and the conditions of your NRC racility License No. DPR-50, ar indicated below.

These ite=s are categorized as Deficiencies.

A.

Section 5.5.l of the Environ = ental Techncial Specifications (ETS)

requires, in part, that written procedures be prepared to ensure co=pliance with various activities involved in carrying out the provisions of the ETS.

One of these activities is the analyses of background and indicator station air samples for.I-131 and radio-active particulates.

Contrary to this requirement, written procedures have not been prepared to ensure cc=pliance with the ETS with regard to the analysis of I-131 and radioactive, reiculates in air sa=ples.

Section 4.4.a of the ETS requires, in part, that quarterly ga==a spectral analysis be perfor=ed on the composites of the eight i

weekly indicator air particulate sample stations and of the one J

weekly background air particulate sample statico.

Contrary to this requirement, weekly air particulate samples were not composited as described above, for the quarterly background samples since 1974.
