3ased on the results of the NRC:I inspection conducted on October 13-14, 1976, it appears that certain of your activirhs were not conducted in full ecupliance with the conditions of your NRC License No. 50 and CPPR-66 s
as indicated below. These ite=s are Deficiencies.

Technical Specification 6.5.2.3.3 requires that alternate ce=bers oM the General Office Review Board (GORE) be appointed in writing by the chairman or vice chair =an to serve on a te=pora:7 basis and TS 6.5.2.3.6 allows the taking of credit of 2 duty appointed alternates to satisfy a quorum.
Contrary to the above, the GOR 3 =eeting No. 24 was conducted witft alternates not duly appointed.

Spe.ial Nuclear Material License No. 1671, dated Septe=ber 28, 1976, states tha: the license authorizes receipt, possession, inspection and storage of fuel assemblies in accordance with the stacemen.3 and conditions which are specified in the licensee's applica:1cn dated July 13, 1976.
Sectiou 6.2(12 (Page 4) of that application states in part:
. signs will be posted in the building prohibiting the use of fire hoses, fog, or foa fire fighting equipment within the building.
Centrary to the above, on October 14, 1976, when fuel movement activities co _ enced, the required signs had not been posted.
I:en 3 was satisf actorily corracted prior to ccupletion of the inspection. No further respense to this ites is required.
