It was stated by Region I representatives that a rapid expansion of
construction activities during the final eighteen conths of construc-
tion, with concurrent preoperational and startup activities, can
result in failures in related Quality progra=s. Early =anage=ent
recognition and action on unsatisfactory trends can prevent or
minimize these type failures anc facilitate the orderly growth of
such piograms in proportion to work which cust be performed.

Three Mile Island program was stated, based on inspection findings,
to have reached this point of increased activity and that Region I
plans to conitor its perfor=ance of their progra=s closely during
the next several conths.
It was stated by Region I representatives that previous problems
have been noted in construction that appear to indicate additional
attention to the quality progran during the remainder of the con-
struction phase and the preoperational and startup phases.
The AEC's e=phasis on quality assurance in all phases was discussed
with the licensee's attention directed to early development of a
quality assurance program for the operations phase.

The licensee stated that a reorganization had been recently effected
which established a canagerial position for the quality function.
This position reports directly to the vice-president in order to
assure that proper e=phasis is placed on cuality in all areas.
The
licensee recognized that work remained in completing the quality
assurance aspects of the preoperational test and startup program;
however, the; stated that this area was being given a great deal
of attention.
The licensee stated that they felt that they had been responsive to
their own concerns and to the ACC findings in the area of construc-
tion, as indicated by their organizational cha ges and specific
acti.ns on individually identified findinFs.
