Apparently the liceusee is respcading to the naus cadia but only to say that scrething has happaned and is not providing specific details.
I told Mr. Gerusky that if the situation changed, I uould keep hiri informed.
He asked t:e if the NRC's inforc.ation was that there was no off-sita release.
I said it was.
Mr. Gerusky said that this was consistent with what the utility provided to the State.

APPEARANCE AT SUSQUEHANN!. RIVER EASIN COMMISSION MEETING ON APRIL 12 The NRC was asked to appear at the normally scheduled caeting of the Susquehanna River Basic Ccmaission (S REC) to discuss the events surrounding the incident at Three Mile Island.
Prior to appearing at the coeting, I net with Dr. Shanbaky and Dr. Paperiello to make an assessment of the aacunt of radioactive iodine-131 discharged to the Sus.quehanna River.
Based on th2 operating licensees dis-charge regulations, samples taken to determine isotopic I-131 concentrations and flow totalizer readings, we assume the to ta l aucunt of I-131 discharge between 3/28/79 and 4/11/79 to be less than >5 curies of I-131.
In order to formalate a basis of ccaparison, we reviewed the Semi-Annual Effluent Reports for calendar y9ar 1978 and determined that the total I-131 in water effluents was less than
.02 curies.
Prior to the meeting, I had a discussion with Mr. Pat Delaney, the U.S. Commissioner for the SR3C in order to determine what type of infor;ation I was to present at the ceeting.
Mr. Delaney urged me to keep ay remarks brief and emphasize what the NRC position would be during the clesnup opera tion.
The mee ting convened at 1:05 p.m.
Scce routine cc rissien business was attended to first,to permit the arrival of some late comers who wanted to be present during the discussion of the TMI incident.
The incident was discussed by 3 people:
Walter A. Lycn, Pa. Deut.
of Environ = ental Resources, 3ureau of Water Quality Managecent; Mr. Bliss, EPA; and myself.
Mr. Lyon spoke first and initiated his recarks by playing a six ainu te tape of Mr. Eisenhut's (NRC) testi=ony before Senator Hart's Ccamittee, which summarized the inicial events surrounding the Three Mile Island incident.
He then described the water sacoling efforts that have been in progress throughcut the incident by 'the S ta te of Pa., USEPA, and USGS.
He related the frequency and place of wa ter sampling and that no detectable levels of radioactive iodine had been found in any of their sampling.
25 162 My presentation consisted of three principal points; 1.
That according to current es timates aporexima tely.5 curies of I-131 had been discharged to the Suscuchanna River frca the Indus trial Water Trea tment Systea.
I ccapared this with routine wa terborne emis s ions for last year frca the site, which amounted O
2 to approximately.02 curies of I-131.
I also mntioned that the tech spec requirement for quarterly discharge of I-131 is 10 curies.

I briefly described the licensees water conitoring program and indicated how SRC was involved in an independent evaluation of the licensees program and quality control.
3.
I briefly described what the NRC's role would be with regard to cater quality throughout the ongoing phases of the cleanup at TMI.. I explained that we would carefully acnitor the licensees water quality ceasurecent program and compare their :esults and those tound by USEPA and the State of Pa. to assure tha t there was proper agreeaent aaang the various measurement activities.
In conclusion, I emphasized that the licensee will be permitted to continue to take radioactive discharges to tP2 river as long as they in accordance with the provisions of 10 CFR Part 20 and the are technical specifications of the Met Ed operating license.
I emphasized tha t the limits for discharge oculd be identical to those for normal operation.
Mr. Bliss spoke briefly abcut the EPA sampling program.
Ile discussed where they were taking samples and the fact tha t the Las Vegas Water Quality Laboratory was being used to evaluate the EPA samples.
The Chair an thanked the three of us for speaking and erphasized that the impact on the Susquehanna River and dcwns tream S ta tes would be aini-mined during the cleanup phase since the NRC is requiring that all licensee discharges would remain in accorcance with current Feceral regulations and license provisions.
