Dear Mr. McCool:

Enclosed is a letter dated March 25, 1970, to the President from the Lacey Booster Club.

This letter which is with reference to the cavironmental effects of a proposed nuclear power plant was forwarded to this Commission from the White House.

Since this appears to be a matter which may be within the jurisdiction of the Atcaic Energy Commission, I am forwarding this letter to you for whatever action you deem appropriate.

In recent =cnths it has com to cur attention that Jersey Central Pcwer i L:.ght Company intends to build a second Huclear Pcwer Plant East of Route #9 in cur Township.

The Jersey Centrai-e q ed Light Company has annov aced its plans to install another nuclear power"kD6nt in Lacey Tcwnship. The building will be twice the size of the present plant, located west of Route #9 in the South portion of Lacey Township, on a site containing $10 or more acres and zoned industrial. The desire of the Ccepany to install the preposed plant in a rural zene, closer to Barregat Bay shore and : loser to the mouth of Oyster Creek and Forked River on the East side of Route 09 in the South-portion of the Township, and also in the middle of approximately 1100 east homes is a radical change frem their originally stated plans.

The construction of this proposed industrial building on or near Barn-

<st Say will be the first blight of this type, if pa rmitted, on the Bay front frco Bay Head to Tuckerten. -tonsisting of 70 miles of bay shore.

The Ccmpany originally anncunced plans to use its industrial zoned 800 acres West of Route #9 (the present plant site) for additional power pro-ducing plants.

It did not purchase the additional acreage en the East side of Route #9 until seme time later.

The Plants, it is understood, will supply power to three or more states including a large portion of New Jersey.

If cost is one of the factors for the desire to switch the proposed location at this late date, installing the proposed plant in its original industrial zoned location should not be a burden to the Power Company because the Ccapany will be reimbursed by con-sumers being supplied with power over a three state area. However, if the Company is trying to locate as close as possible to home sites so that fu-ture plants may be installed in cities or close to 2creational areas, then it is time to step this action. The Power Company has not explained to the Public the dire necessity for the proposed location in a rural zone or if the proximity to such a large number of homes is safe for the home evner and their families. Questions concerning all of the above and others too nu=-

erous to mention will net have a chance to be asked or answered if sudden action was to be taken by the Planning Board of Lacey Township and the Town-ship Cc=mittee.

We do not feel that the rezoning of rural zone to industrial zone in this case particularly should even be considered before all the people in the Township have had ample opportunity to hear all the f acts.

The length, size and depth under Bay of pipeline to Ocean, distance from shore (Long Beach Island State Park) to out f all, t emperature o f water outfall in Ccean, radioactive residue or any other waste material trans-at pcrted by the proposed pipe, should be disclosed ac this time.

If the very valuable water front land purchased by the Power Companr east of Reute #9 was net used for the proposed plant site it could be sold and might help the Power Cc.npany to reduce their overall cost and might even result in a lower rate of increase than 13% now being scuzht.

FACE TWO We are patrictic and vant our Country to have t he best of everything including all the benefits of safe electrical power and have absolutely no objection to the Plant being located on its originally planr.ed locatien, the Pcwer Company, local, state and federal governing bodies, but we want ccanissions and authorities to be sure that the Plant is efficiently cen-structed and operated safely in the right locatien, thus resulting in more electricity for the consumers at a lower cost.

If not supervised, we feel tha: indiscriminate locating of any industrial ecmplex could blight and contasinate the environment of our Township and County. We request the Planning Board of Lacey Towt. ship, the Ocean County Planning 3 card and the Township Committee to take the *,ime to explain to the public all of the factors concerning this renumental decision of theirs. This is a major move af fecting our Rivers, Bays and Ocean and will definitely have a areat effect on our lives and the lives of our families for years and years to ccme.

Please take the time now.

There will be an eaergency meeting of the Lacey Boosters Club in ref-erence to the above on Monday, March 30th, at 8 PM, at the Ccmmunity Hall, Lacey Road and Route #9, Forked River, N. J.

All interested citizens are invited to attend.
