Two professional security men,' accompanied by Ralph Nader, released a statement criticising the security' precautions at nuclear power plants and called for en investigation of security at all nuclear power. plants.

The two men, John Darcy a.nd Joseph Shapiro, brought to t. heir supervisors information on la'xness and lack of professionalism anong security force members at the Three Mile d

Island nuclear plant cutside Harrisburg, Pennsylvania. For-their

efforts, the two nen were laid off.

In their statement, Darcy and Shapiro expressed their concern for security at all nuclear power plants, not just Three Mile Island (TMI).

They said, "Me certainly do not regard our experiences at TMI as an isolated problem.

If lax security exists at TMI, it probably exists at other plants."

In ac letter to Willian Anders, Chairman of the Nuclear Regulatory Commission (URC), Ralph Nader pointed out the problems "aised by Darcy and Shapiro and called for an HRC investigation of security at all nuclear power plants.

Nader characterized security at T:ll as a "a sham", stating that it "wou3d be poor security at any plant, much less a nuclear power olant."

Hader continued, "Recent events at the Millstone Point nuclear plant indicate that the problems at Three l'ile Island I'

are not atypical."

He pointed out that the NRC recently proposed fining Millstone $11,500 for failure to imolement the plant security plan.

The day af ter NRC proposed the f'.ne, Millstone received a bomo threat and reported a fire "of easpicious or.igin".

Nader's letter further stated, "It has been said that nuclear power, because it must be a technology free of catastrophic accident, cannot operate without the development of a mini-garrison state.

However, one might think that the Nuclear Regulatory Commission and an industry committed to nuclear power development could at least make an effort to enforce existing security regulations."

Security men Darcy and Shapiro gave eight examples of poor security at the TMI plant:

1.

Competing guard companies took action to enbarrass each other.

One company removed frcm its hinges a gate which was to be guarded by the other company.

Management of both guard companies covered up this " incident".

Records are falsified.
