MA 1 E 1977 ENCLOSURE REGUEST FOR ADDITIONAL INFORMATICN FOR TMI-2 222.43 In the Three Mile Island Unit Number 2 electrical design, the Safety Features Actuation Syste- (SFAS) outout relays cowered from the same 121 volt a-c vital power supplies, provide incut to actua-tion logic for botn Engineered Safety Features Systems trains.

Therefore, it is the sta#f's position that these SFAS output relavs be cuali'ied as electrical isolation devices.

In this recard, provide the results of the qualificaticn tests for these SFAS cutout relays and also include in the resconse the test plan, test set-uo, test crocedures and acce:tability recuirerents.

222.44 In recard to Balance of Flant (30P) ecuipment cualification for out of containment apolications, you have provided infomation which describes your qualification prograr for equipment by testinc in con-fo mance with industry standards.

Testing in confomance with industry standards may be an acceptable basis for qualifyinc E0P equipnent, however, industry standards fail to provice adecuate documen-tation to assure in the staff's opinion that ecuipment will remain operable over the full-range of envircr:nents to which ecuipment may be excosed.

Therefore, we require one of the following:

bS PSG

~

. 1.

Justification that industry standard tests, perfomed at some undefined nominal e_..,troment, gives reasonable assurance that equipnent will operate and perfem its function over the full range of enviroments to which the equipment may be exposed and expected to operate.

2.

Additional testing, in accordance with industry standards to demostrate operability of equipment over the full-range of environment to which the equi pent may be exposed and expected to operate.

3.

Environmental control system which meets IEEE Std 279-1971 requirements with an analysis to show that the environnent at the equipent location is maintained at the environmental con-ditions at which actual tests were perfomed.

The staff requires that the applicant perfom a review of all applicable Class lE BOP equipent located outside containment to be perfomed to detemine that each piece of equipment satisfies one of the above requirements.

The results of this review should be provided to the staff.

Identification of each modification to the present design, which may be required, should be included with des-cription and criteria.

Also include identification and justificattoa.

of each piece of equipment that does not satisfy any of the above requirements.

The details of the review shall be maintained by the applicant for future audit.

3 232.1 A recent submittal by S&b' (Arend ent 2 te the PSAR of ESAR-205, Docke Sc. 50-561) indicates tha: the scra:

reactivity fun :icn employed in the safety analyses for IM.1-2 =ay have been non-conservative.

In particular the

casured curve of reac:ivity inserted as a function of fractienal contr:1 red inser:icn =ay have been non-conservative with respe:: to the curve used in safety analysis.

Provide informa:icn te show that reactivity inserted as a function of time as assu ed in the safety analysis is consistent with the recen: ceasure:ents er provide reanalyses of transients and accidents which are affected by scra reactivity insertion time.
