The NRC Staff has received a copy of a pleading entitled " Exceptions to Initial Decision' in the above-captioned proceeding signed by Dr. Carl J.
Jarboe. Dr. Jarboe twice mada limited appearance statements in this pro-ceeding (Tr. 195, 2745). However, he did not attempt to intarvene as a party.
Not being a party to the proceeding, which led to the issuance of the December 19, 1977 initial decision, Dr. Jarboe is not entitled to file ex-ceptions to it. See Public Ser'Mce Electric and Gas Company and Atlantic City Electric Comoany (Hope Creek Generating Station, Units i and 2)
