' e t ce r o f January ll, 1975 The information you provided relates to the authority and organizational freedom of Quality Assurance (QA) personnel within Metropolitan Edison Company, General Public Utility Service Company, 3abcock and Wilcox, Burns and Roe, and United Engi20ers and Constructors performing work on the design and construction of the Three ' 4 '- T.sland :;uclear Station, Unit 2.

Our review and evaluation cons:.dered the duties, responsibilities,

and authority vested in perscns responsible for verification of quality by testing, inspecting, and auditing.

'ie also reviewed the organizational arrangenent and ad=icistrative and technical direction exercised over these persons eith particular attention given to freedom and independence f rca the pressures of costs and schedules.

Based on our evaluation, we find that sufficient authority and organizational freedom exists in the Metropolita1 Edison Company and its contractorr and suppliers to enable QA personnel to perform their critical fmetions ef fectively and without res e: vation for ie Island 1:uclear S tation, V
