The U.S. Nuclear Regulatory Cc=icsion (the Cc=ission) has iscued Amendment 1 to Facility Operating License No. DPR-73, issued to the Metrcpolitan Edison Ccmpany, Jersey Central Power & Light Company, and Pennsylvania Electric Ccmpany, for operating of the Three Mile Island Nuclear Station, Unit 2 (the facility), located in Dauphin Ccunty,

Pennsylvania. The a":endment is effective as of its date of iccuance.
'Ihe license is ame.;ded by addinc; carac.rach H. to Attachment 2 to the Cperating License CPR-73, which waives certain requirements of the Technical Specificaticas until initial criticality is achieved.
The application for the amendment cc= lies with the standards and requirements of the Atomic Energy Act of 1953, as amended (the Act), and the Cc=ission's rules and regulations. The Commission has made approcri2te findings as required by. the Act and the C=micsion's rules and regulaticns in 10 CFR Chapter I, which are cet forth in the licence amendment.
Prict public notice of this amendment was not rec,uired since the a endment d;es not involve a significant hazards consideration.

'Ihe Commission has determined that the issuance of this amendment will not result in an sicnificant environmental impact and that pursuant to 10 CFR S51(d)(4), and envircnmental statoment or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
