OL applications should be based en final designs, not anything 1csa.

Technical specifications are an inportant eart of the entire desim and safety analycis nrocess. Since they becere a part of the 11ernse, their nature and their banes should be nn integral part of the devalen-

ental process of olant design and nrorosed oreration.

Both CP cnd OL applications should include sections on technical seccifications. At j

DEC B BA Mr. Diomas J. 3rosnan the rationale of the safety analysis recort - should be supplied. In other vords, the technical specifications should be evaluated at the sarn ti=c as the final desig - beth by the applicant and by the AEC.

Obviously, ser.e ratters that entnet ressenably be errected to be complete at the C? sta;;e cannot be dealt with definitively in the CF application.

Nevertheless, it is clear that these r.atters vill need to be dealt uith and to be well in hand at the CL c tas;e. Etc AEC needs to have infor=ation at the CP stage as to how this vill be accocolished, to conclude that there is reasonable assurance that it vill be acco=plished.

Finally, I expressed a plea for suggestions as to how cc:=unication to and understanding by the rea lctory staff of the vast a cunt of technical infor=ation could be improved or accelcrated.
