During the course of our review of your joint application for a construction pernit for the proposed Three Mile Island Nuclear Power Station, Unit 2 L Dauphin County, Pennsylvania, we reauested the co=nents or reconnendationa of the U. S. Department of the Interior, Fish and Wildlife Service, concernin:; the radiological inpact of the proposed facility on the areas of responsibility of the Fish and Tiildlife Service.

A copy of the Fish and Wildlife Service report containing concents and recocnendations on both radiological and nonradiological affects of your proposed reactor is enclosed for your inforcation. Copies of this report are also being sent to appropriate state and local officials. The radiological safety aspects of the =aterial in this report will be considered in the evaluation of the safety of your project by the regulatory staff and by the Advisory Connittee on Reactor Safeguards. Our conclusions vill be incluced in the safety evaluation which vs prepare for the public hearing to be held to consider the issuance of a construction per=it for your proposed plant.

Messrs. Neidig and Ritter g ;.4 gg the Susquehnnnn River in the vicinity of the plant and the effects of Unit 2 operation on the environment. We request that you con-tinue to cooperate with the Fish and Uildlife Service in the conduct of the requested surveys.

The reports which you will submit on the pre-operational surveys will be evaluated by the Co=aission and by the Fish and Uildlife Service at the ti=e we consider your application for a provisional operating license in this proceeding. The reports of surveys ende af ter operatiens have begun will be similarly revieved.

We recognize that the use of chemicals and the release of large a=ounts of heated water =1ght have adverse ef fects upon the environ-sent.

The substantive regulatory jurisdiction of the Atc=le Energy Ca==1ssion under present law, however, is limited essentially to matters of radiological health and safety and the cor=on defense and security, and we now lack authority to i= pose restrictions regarding ther=al and other nonradiological effects on the opera-tion of licensed nuclear facilities. Nevertheless, we wish to call these =atters to your attention and urge that you give then full consideration in line with the Service's reco=aendations concerning potential conradiological effects upon the environ =ent of the pro-posed operation of the Three Mile Island Nuclear Power Station, Unit 2.

The ';ater Quality Act of 1965 provides a comprehensive program through which quality standards are developed by the states and approved by the Secretary of the Interior.

It is our understandine that the Co=sonwealth of Pennsylvania's standards have been approved by the Secretary of the Interior.
