2.
The provisional construction permits authorize the cons truction of two pressuri:ed water nuclear power reactors, designated the Thre e Mile Island Nuclear Generating S tation Units 1 and 2, located as on Three Mile Island, an island in the Susquehanna Rive r, i n Lo nd o nd erry Township, Dauphin County, Pennsylvania, about ten miles southeas t o f Harrisburg, Pennsylvania.
Each reactor is designed to operate initially at 245 2 me gawat ts (thermal).
In accordance with section E.3 of the Cornission's regulations 1;npl ement-ing the National Environmental Policy Act of 1969 (NEPA), Appendix 3 o f 10 CE Part 50 ( Appendix D), the licensees have furnished to the Coanission a written s tate =ent of reasons, with supporting factual 4,- 9 l. ) L-

submi ssion, why the provisional cons truction pe rmits should no t be s us-p e nde d, in whole or in part, pending completion of the NEPA environmental re v i e w.
The Directo r o f Regulation has conside red the lice nsees ' s ubmissions in the light of the criteria set out in section E.2 of Appendix D and has de t ermi ned, af ter considering and balancing the criteria in section E.2 ef Appe ndix D, that construction activities involving the of fsite portions rf the transmission lines for the Three Mile Island Nuclear Generating St ation Uni t No. 2 should be suspended pending completion of those po rtions o f the NEPA environ = ental review. With respect to the cons truc-tion of the onsite portions of the Three hile Island Nuclear Generating S t at ion, Unita 1 and 2, we have balanced the environmental f acto rs and co ncluded Tat these activities need not be suspended.

In accordance with sectio n E.4 (a) o f Append ix D, t he Di re cto r o f Re vu l at Ian has served upon the licensees an order to show cause why the above-mentioned censtruction activities involving the of fsite portions o f the trans dssion lines for the Three Mile Island Nuclear Generating Station Unit 2 should not be suspended pending completion of the NEPA environ-mental review that relate to these mat ters.
Among o ther things, the order to show cause provides that the licensees may, within thirty (30) days of the date of the order, file a written answer to the order under oath or af firmation, and informs the licensees of their right, within the s a=e period, to demand a hea ring.
Pending co=pletion of the full NEPA review, the holders of Provisional Co ns truction Pe r=1 ts Nos. C?PR-40 and CPPR-66 proce ed with cons truction at their own risk. The determination herein and the discussion and findings referred to above do not preclude the Oc= mission, as a result of its ongoing environmental review, from continuing, mcdifving or terminating the provisional construction permit s or f rom appropriately conditioning the permits to protect enviro nment al value s.
Any person whose interest =ay be affected by this proceeding, other than the licensees, may file a request for a hearing within thirty (30) days after publication of this determination in the Federal Register.
Such reques t shall set forth the =atters, with reference to the facto rs set out in section E. 2 of Appendix D, alleged to warrant a suspension de termination other than that made by the Director of Regulation and 4 -
