The Director of Regulation has considered the licensees' intaissionc in light of the criteria set out in section E.2 of Aope Jim D, and has deter-minec, af ter considering and balancing criteria in section E.1 of Appendix D, that construction activities iuvolving the offsite portiens of the trans=ission lines for the Three Mile Island :lucicar Gnarctiut Station Unit So. 2 should be suspetnied pending complation of those portions of the NEPA snvironmental review. With respect to the construction of the onsite portions of the Three Mile Island Nuclear Generatic:; Station Units 1 and 2, we have balancec the environsental f actors and cencluded that these activities need no t be suspended.
