By letter dated June 6, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18157A181), Global Nuclear Fuel - Americas, LLC (GNF) submitted Proposed Amendment 48 to NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTARII), to the U.S. Nuclear Regulatory Commission (NRC) staff for review. This letter was supplemented by a letter dated September 26, 2018, Additional Modification to the Proposed Administrative Amendment 48 NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTARII) (ADAMS Accession No. ML18269A023).
By letter dated June 14, 2019, an NRC draft safety evaluation (SE) (ADAMS Accession No. ML19144A132) regarding our approval of Proposed Amendment 48 to NEDE-24011-P-A-26, was provided for your review and comment. By letter dated July 11, 2019 (ADAMS Accession No. ML19193A165), you responded stating you had no comments on the draft SE and did not identify any proprietary information.
The NRC staff has found that Proposed Amendment 48 to NEDE-24011-P-A-26 is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the Topical Report (TR) and in the enclosed final SE. The final SE defines the basis for our acceptance of the TR.
Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the acceptable material described in the TR. When the TR appears as a reference in licensing applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant-specific review in accordance with applicable review standards.
M. Catts In accordance with the guidance provided on the NRC website, we request that GNF publish the approved Amendment 48 to NEDE-24011-P-A-26, within three months of receipt of this letter.
The approved version shall incorporate this letter and the enclosed final SE after the title page.
The approved versions shall include a "-A" (designating approved) following the TR identification symbol.
If future changes to the NRCs regulatory requirements affect the acceptability of this TR, GNF will be expected to revise the TR appropriately or justify its continued applicability for subsequent referencing. Licensees referencing this TR would be expected to justify its continued applicability or evaluate their plant using the revised TR.

1.0 INTRODUCTION
By letter dated June 6, 2018, as supplemented by letter dated September 26, 2018 (Refs. 1 and 2), Global Nuclear Fuel - Americas, LLC (GNF) submitted Amendment 48 to NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTAR II) to the U.S. Nuclear Regulatory Commission (NRC) staff for review.
In Amendment 48, GNF requests changes to Appendix A of GESTAR II entitled Standard Supplemental Reload Licensing Report and Fuel Bundle Information Report. This appendix contains generic templates for the Supplemental Reload Licensing Report (SRLR) and the Fuel Bundle Information Report (FBIR). These proposed revisions reflect slight variations in the presentation of analytical results as the result of lessons learned during the generation of individual plant SRLRs and FBIRs.
2.0 REGULATORY EVALUATION
The NRC staff considered Title 10 of the Code of Federal Regulations (10 CFR) 50.36, Technical Specifications, which contains regulatory requirements related to the contents of the technical specifications (TS). Specifically, 10 CFR 50.36(b) states that The technical specifications will be derived from the analyses and evaluation included in the safety analysis report, and amendments thereto, submitted pursuant to § 50.34 in its review of this application.
3.0 TECHNICAL EVALUATION
The proposed amendment to GESTAR II would revise the generic templates for the cycle-specific SRLR and FBIR reports. These proposed revisions result from lessons learned during generation of actual SRLR and FBIR reports for individual plants.
The SRLR and FBIR contain the results from the cycle-specific reload safety analyses. The key results from these documents are included in the licensees core operating limits report (COLR),
which comprises the operating limits for the specific cycle of interest. Operation in accordance with the limits in the COLR ensures compliance with the safety analyses. A plants TS require that the COLR, including any mid-cycle revisions, is submitted on the docket to the NRC.
The NRC staff reviewed the proposed revisions to the SRLR and FBIR templates. The staff determined that all changes to these templates are administrative and/or editorial in nature.
That is, the proposed changes do not modify the fundamental technical content of these reports nor do they modify the methods used to perform the safety analyses. Therefore, these revisions Enclosure
will not change the content of the COLR nor the methods used to generate the limits specified in the COLR.
Based on the above considerations, the NRC staff concludes that the proposed amendment to GESTAR is acceptable as the requirements of 10 CFR 50.36 continue to be met.
4.0 CONCLUSION
Based on its review of Amendment 48, as supplemented, the NRC staff has concluded that the changes to the SRLR and FBIR templates are administrative and/or editorial in nature. These revisions will not change the content of the COLR nor the methods used to generate the limits specified in the COLR, ensuring that plant operation, in accordance with the COLR limits, is still compliant with the safety analyses. Therefore, the NRC staff approves the requested Amendment 48 to GESTAR II as the requirements of 10 CFR 50.36 continue to be met.
