By letter dated June 6, 2018 (Agencywide Documents Access and Management System Accession No. ML18157A181), Global Nuclear Fuel - Americas, LLC (GNF) submitted Proposed Amendment 48 to NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTAR II), to the U.S. Nuclear Regulatory Commission (NRC) staff for review.

This letter was supplemented by a letter dated September 26, 2018, Additional Modification to the Proposed Administrated Amendment 48 to NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTAR II) (ADAMS Accession No. ML18269A023). Enclosed for GEH review and comment is a copy of the NRC staffs draft safety evaluation (SE) for the proposed supplement.

Twenty working days are provided for you to comment on any factual errors or clarity concerns contained in the draft SE. The final SE will be issued after making any necessary changes.

The NRC staffs disposition of your comments on the draft SE will be discussed in the final SE.

1.0 INTRODUCTION

10 11 By letter dated June 6, 2018, as supplemented by letter dated September 26, 2018 12 (Refs. 1 and 2), Global Nuclear Fuel - Americas, LLC (GNF) submitted Amendment 48 to 13 NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTAR II) to 14 the U.S. Nuclear Regulatory Commission (NRC) staff for review.

15 16 In Amendment 48, GNF requests changes to Appendix A of GESTAR II entitled Standard 17 Supplemental Reload Licensing Report And Fuel Bundle Information Report. This appendix 18 contains generic templates for the Supplemental Reload Licensing Report (SRLR) and the Fuel 19 Bundle Information Report (FBIR). These proposed revisions reflect slight variations in the 20 presentation of analytical results as the result of lessons learned during the generation of 21 individual plant SRLRs and FBIRs.

2.0 REGULATORY EVALUATION

24 25 The NRC staff considered Title 10 of the Code of Federal Regulations (10 CFR) 50.36, 26 Technical Specifications, which contains regulatory requirements related to the contents of the 27 technical specifications (TS). Specifically, 10 CFR 50.36(b) states that The technical 28 specifications will be derived from the analyses and evaluation included in the safety analysis 29 report, and amendments thereto, submitted pursuant to § 50.34 in its review of this application.

3.0 TECHNICAL EVALUATION

32 33 The proposed amendment to GESTAR II would revise the generic templates for the cycle-34 specific SRLR and FBIR reports. These proposed revisions result from lessons learned during 35 generation of actual SRLR and FBIR reports for individual plants.

36 37 The SRLR and FBIR contain the results from the cycle-specific reload safety analyses. The key 38 results from these documents are included in the licensees core operating limits report (COLR),

39 which comprises the operating limits for the specific cycle of interest. Operation in accordance 40 with the limits in the COLR ensures compliance with the safety analyses. A plants TS require 41 that the COLR, including any mid-cycle revisions, is submitted on the docket to the NRC.

42 The NRC staff reviewed the proposed revisions to the SRLR and FBIR templates. The staff 43 determined that all changes to these templates are administrative and/or editorial in nature.

44 That is, the proposed changes do not modify the fundamental technical content of these reports 45 nor do they modify the methods used to perform the safety analyses. Therefore, these revisions Enclosure

1 will not change the content of the COLR nor the methods used to generate the limits specified in 2 the COLR.

3 4 Based on the above considerations, the NRC staff concludes that the proposed amendment to 5 GESTAR is acceptable as the requirements of 10 CFR 50.36 continue to be met.

4.0 CONCLUSION

8 9 Based on its review of Amendment 48, as supplemented, the NRC staff has concluded that the 10 changes to the SRLR and FBIR templates are administrative and/or editorial in nature. These 11 revisions will not change the content of the COLR nor the methods used to generate the limits 12 specified in the COLR, ensuring that plant operation, in accordance with the COLR limits, is still 13 compliant with the safety analyses. Therefore, the NRC staff approves the requested 14 Amendment 48 to GESTAR II as the requirements of 10 CFR 50.36 continue to be met.
