Dear Mr. Mathews:
By letter dated June 18, 2019 (RS-19-054), Exelon Generation Company, LLC (EGC the licensee), submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) to revise certain Technical Specifications (TSs) following the adoption of Technical Specifications Task Force (TSTF) Traveler TSTF-542, "Reactor Pressure Vessel Water Inventory Control," at the Clinton Power Station (CPS), Unit No. 1 and the Dresden Nuclear Power Station, Units 2 and 3 (DNPS). The proposed revisions to the TSs consist of the deletion of TS 3.5.2, "Reactor Pressure Vessel (RPV) Water Inventory Control," and TS 3.8.2, "AC Sources - Shutdown,"
Surveillance Requirements considered no longer necessary as a result of the utilization of NRC-approved manual controls for maintaining RPV water inventory during Mode 4 and 5 periods of operation. There are other associated TS changes, including several being proposed for editorial revision.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 50.90 EGC is submitting this request for an amendment to the TSs for CPS, Unit No. 1, and DNPS, Units. 2 and 3.
The purpose of this e-mail is to provide the results of the NRCs staff acceptance review of the LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the requests have any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has concluded that your requests, as proposed, do provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the requests in terms of regulatory requirements and the protection of public health and safety of the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br /> to complete. The NRC staff expects to complete the review by your requested date of June 18, 2020. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated to you during our routine interactions. These
2 estimates are based on the NRC staffs initial review of the requests and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review.
