STN 50-498, STN 50-499 Commitment Change Summary Report Attached is the South Texas Project (STP) Commitment Change Summary Report for the period June 21, 2017 through June 21, 2019. This report lists only changes to commitments made during the reporting period that require notification to the Nuclear Regulatory Commission in the periodic report.

The commitments were evaluated in accordance with the requirements of STP's Regulatory Commitment Change Process, which is consistent with the guidance in the Nuclear Energy Institute's NEI 99-04, "Guidelines for Managing NRC Commitment Changes." Additional documentation is available at STP for your review.

There are no new commitments in this letter.

Revised Commitment Description Ensure that one member of the minimum on-shift staff who is not assigned any other duties in the FLEX strategies is qualified and available to perform on-site surveys during a Beyond-Design-Basis Event.

Justification for Change The wording changed to clarify that the intent of the commitment is to ensure that a member of the minimum on-shift staff listed in the Emergency Plan (not including the two on-shift Radiation Protection Technicians) is available to perform on-site surveys during a Beyond-Design-Basis event. This individual does not necessarily need to be the Chemistry Technician, it just needs to be a member of the minimum on-shift staff who is not assigned other duties for implementing the FLEX strategies. Having one of the two on-shift Radiation Protection Technicians fill this role would result in them having an unanalyzed collateral duty. Following the commitment as currently written, a person without knowledge of the original intent of the commitment could inadvertently make a change that adversely affects the FLEX strategies.
