Confirmation on: RAI Response for Salem TSTF-547 LAR

Jim, I have reviewed the RAI response as well as the relevant TS amendments etc. I would like to have a confirmation from the licensee that:
1. The 50% power and 6 steps of rod motion restrictions are originated from the concern that the analog rod position indicators (ARPI) are susceptible to drift due to thermal transients. (Ref. 5-22-89 Supplement),

Confirmation: The ** footnote proposed in the May 22, 1989 supplement and added to the Salem TS by Amendment 103-80 was added to address the de-calibration (drift) of the Analog Rod Position Indication (ARPI) due to thermal effects following rod motion.

and,

2. The allowed one hour thermal socked time is sufficient to let the above mentioned thermal transients and associated ARPI drift be reduced to reaching an equilibrium state. (TSTF-547).

Confirmation: As discussed in Salem Amendments 78-43 and 103-80, the one hour soak period currently in the Salem TS and proposed in TSTF-547 is sufficient time to allow the ARPI indication to reach equilibrium such that the rod position of the ARPI can be compared to the group demand counters and verify that rods are within the insertion limits.
