NUCLEAR REGULATORY COMMISSION STAFF REVIEW OF CELL COVER STANDPIPE DECOMMISSIONING TRIP REPORT AT THE SHIPROCK URANIUM MILL TAILINGS RADIATION CONTROL ACT SITE (Docket Number WM-00058)
Dear Mr. Kautsky:
I am writing in response to the U.S. Department of Energy (DOE) cell cover standpipe decommissioning trip report for the Shiprock, New Mexico, Uranium Mill Tailings Radiation Control Act (UMTRCA) site, dated April 25, 2019 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML19156A084). This report outlines the actions taken by the DOE to decommission several casings (or standpipes) at the Shiprock, New Mexico UMTRCA disposal site in September 2018. DOE informed the NRC of its intent to remove the casings on August 30, 2018 (ADAMS Accession Number ML18254A320) and the NRC did not have any comments or questions regarding the decommissioning of the casings at that time. Casings were removed below the bedding layer surface and the areas were filled with radon barrier material. Any casing segments that exhibited radioactivity above background was bagged and sent to the DOE disposal site in Grand Junction, Colorado. A radiological control technician was present during the decommissioning. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the report and does not have any questions or comments at this time.
In accordance with Title 10 Code Federal Regulation (10 CFR) 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
