CAC/DOCKET/EPID NO: A38003/L-2019-LLA-0099 REQUESTED ACTION: UT has submitted an amendment to remove fuel from storage (license only allows storage) in order to prepare fuel elements for shipping. DOE will ultimately be the entity to load and ship the material in a certified container. The fuel elements were shipped to UT in 6M type drum containers, which are no longer certified for use. The LAR describes the use of an alternative container, an ES-3100, which is certified compliant. The interior cavity of the container is smaller than the 6M, requiring modification of the elements to fit within. Also to be modified is a subcritical assembly made of polyethylene containing Uranium Dioxide which require modification for shipping.

Please review the amendment request for Nuclear Criticality Safety issues. Determine if there are major deficiencies that make the submittal unacceptable for detailed review and prepare a recommendation to accept or deny (if required). Prepare Requests for Additional Information (RAI),

if needed, and input for a Safety Evaluation Report. Evaluate any additional information submitted.

Participate in meetings, conference calls, and site visits, if necessary.
