SUBJECT:

SOUTHERN CALIFORNIA EDISON COMPANY RESPONSE TO NRC SPECIAL

INSPECTION REPORT 050-00206/2018-005, 050-00361/2018-005,

050-00362/2018-005, 072-00041/2018-001, NOTICE OF VIOLATION, AND

PROPOSED IMPOSITION OF CIVIL PENALTY

Dear Mr. Bauder:

On March 25, 2019, the U.S. Nuclear Regulatory Commission (NRC) cited Southern

California Edison for two violations that involved failures to: (1) ensure that important-to-safety

equipment was available to provide redundant drop protection features for a loaded spent fuel

canister during downloading operations and (2) make a timely notification to the NRC

Headquarters Operations Center for the August 3, 2018, incident which included disabling of

important-to-safety equipment. The Notice of Violation required you to respond in writing within

30 days (Agencywide Documents Access and Management System (ADAMS) Accession

No. ML19080A208). You responded by letter dated April 23, 2019 (ADAMS Accession No.

ML19116A056).

After reviewing the information you provided in your response to the Notice of Violation, we

have concluded that your completed and proposed actions appear to adequately address the

regulatory noncompliances described in the Notice of Violation. We will review your

implementation of these corrective actions during a future inspection to determine whether full

compliance has been restored and whether compliance will be maintained.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a

copy of this letter will be made available electronically for public inspection in the NRC Public
