VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: CHANGES TO PASSIVE RESIDUAL HEAT REMOVAL (PRHR) INSTRUMENTATION MINIMUM INVENTORY DISPLAYS (LAR 18-030) (EPID L-2018-LLA-0569)
Dear Mr. Whitley:
In response to your application dated December 13, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 162 and 160 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the Updated Final Safety Analysis Report (UFSAR) and plant-specific Tier 1 information, with corresponding changes to Appendix C of the Facility COLs.
The amendment proposes to depart from Tier 2 information in the UFSAR (which includes the plant-specific Design Control Document (DCD) Tier 2 information) and involves related changes to plant-specific Tier 1 (and associated COL Appendix C) information. Specifically, the requested amendment proposes changes that would revise the COL and licensing basis documents to identify passive residual heat removal (PRHR) heat exchanger (HX) inlet isolation valve status and PRHR HX control valve status as requiring main control room and remote shutdown workstation display and alert indications. Additionally, a change is proposed to remove duplicate Tier 2 information from Technical Report (TR) WCAP-15776, Safety Criteria for the AP1000 Instrumentation and Control Systems, Revision 0, that is incorporated by reference (IBR) into the UFSAR. The licensee is submitting technical specification bases changes to reflect the changes in the license amendment request (LAR). The exemption allows changes that impact Tier 1 of the plant-specific DCD and Appendix C of the Facility COL, as specified in LAR 18-030. This exemption is related to, and necessary for the granting of the license amendment, which is being issued concurrently with this exemption.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendment is enclosed. The notice of issuance of the amendment and the documents included in this letter will be published in the Federal Register.
