NuScale Power, LLC Submittal of Closure Plan for Turbine Missile Barrier Design Safety Review (Final Safety Analysis Report, Tier 2, Section 3.5.1.3)

The purpose of this letter is to provide a closure plan for the resolution of outstanding Turbine Missile Barrier Design Safety Review issues. These issues were identified and discussed with NuScale in public meetings on April 16, 2019 and April 25, 2019.

The attached closure plan presents the approach that NuScale will take to obtain satisfactory resolution of the identified issues, including an outline of the interim actions to be performed for closing and completing each task, and a schedule for completing the final responses. A communication method for each issue is also proposed.

The turbine missile barrier design is addressed in the NuScale Final Safety Analysis Report, Tier 2, Section 3.5.1.3. This closure plan is being submitted in support of ongoing Phase 2 review activities, for preparation of Phase 4 of the NuScale DCA. Specifically, this closure plan provides a path forward for demonstrating NuScale meeting GDC 4 and Regulatory Guide 1.115 given resolution of the following turbine missile related items:

Turbine missile barriers will be described in additional detail and supplemental information added to the FSAR.

Benchmarking and validation of the codes and calculations that support the turbine missile analysis will be addressed by NuScale providing a comparison table for the test data parameters compared to the NuScale parameters.

Characteristics of the turbine missile analyzed, and results from the impact analysis will be made available for audit. Agreed upon information will be summarized and submitted in a unilateral letter.

The documentation and basis for the bounding turbine missile parameters will be provided in a unilateral letter.

Schedules provided in the attachment are based on NuScales understanding of the scope of the actions identified. NuScale is available to discuss this closure plan in a public meeting. Note however that any additional requests or changes to the scope presented in this closure plan could result in a change to the schedules provided. provides the NuScale Closure Plan for the Turbine Missile Barrier Design Safety Review.
