Dear Ms. Parr:
In accordance with your amendment request dated December 17, 2018 (LTR-RAC-18-20)
(Agencywide Documents Access and Management System [ADAMS] Accession Number ML18351A120) that requested the U.S. Nuclear Regulatory Commission (NRC) staff to review and approve the Fundamental Nuclear Material Control (FMNC) Plan, Revision 43, Special Nuclear Material License (SNM) 1107 is hereby amended to incorporate the revised FNMC Plan. The revision to the FNMC Plan contains changes for the incorporation of several existing safeguards (SG) conditions from the materials license.
License Condition SG-1.1 and SG-1.2 of your license are hereby amended as follows:
SG-1.1 The licensee shall follow its Fundamental Nuclear Material Control Plan for the Columbia Fuel Fabrication Facility, which has been revised as indicated by Revision 43, dated December 17, 2018. Any further revision to this plan shall be made only in accordance with either the provisions of Title 10 of the Code of Federal Regulations, (10 CFR) 70.32(c) or 70.34.
SG-1.2 Operations involving SNM which are not referenced in the Plan identified in Condition SG-1.1 shall not be initiated until an appropriate safeguards plan has been approved by the NRC.
All other conditions of this license will remain the same except SG conditions SG-1.3, SG-1.4, SG-1.5, SG-1.6, and SG-1.7 which will be removed with this amendment. Enclosed are copies of the revised SNM-1107 and the Safeguards Evaluation Report, which includes the technical evaluation and approval.
Documents transmitted herewith contain Security-Related Information. When separated from the Sensitive conditions in Enclosure 1 and 3, this letter is decontrolled.
This letter and the enclosed amendment closes efforts under the Enterprise Project Identifier 000224/07001151/L-2019-MCA-000.
