The purpose of this letter is to provide a required report in accordance with 10 CFR 50.46, "Acceptance criteria for emergency core cooling systems for light-water nuclear power reactors," for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4 combined licenses (COLs), License Nos. NPF-91 and NPF-92, respectively.
On March 26, 2019, Westinghouse Electric Company, LLC (WEC) submitted to the NRC their annual report required by 10 CFR 50.46 (Westinghouse letter DCP_NRC_000146, 10 CFR 50.46 Annual Report for the AP1000 Plant Design) [ADAMS Accession Number ML19088A128].
Southern Nuclear Operating Companys (SNCs) COLs for VEGP Units 3 and 4 incorporate by reference Appendix D to 10 CFR Part 52, and thus, utilize the Peak Cladding Temperature (PCT) calculations performed by WEC. Therefore, the WEC annual report is also applicable to VEGP Units 3 and 4 COLs.
Design changes incorporated into the licensing basis in the past year which resulted in estimated changes to PCT greater than 50°F were reported to the NRC in ND-18-0494 and ND-18-1500 in accordance with 10 CFR 50.46(a)(3)(ii) [ADAMS Accession Numbers ML18116A159 and ML18352A785, respectively].
