On March 6, 2019, U.S. Nuclear Regulatory Commission (NRC) staff held a conference call with representatives from the General Electric-Hitachi, Vallecitos Nuclear Center (VNC) to discuss upcoming changes to its NRC-approved site physical security plan (PSP) and associated license amendment requests. The PSP covers both the Title 10 of the Code of Federal Regulations (10 CFR) Part 50 activities conducted under its Amended Facility License Number R-33 for the Nuclear Test Reactor, and the 10 CFR Part 70 activities conducted under special nuclear material license number 960 (SNM-960). The VNC representatives provided a brief description of the proposed changes and noted that these were determined to not decrease the effectiveness of the PSP. A description of the changes, and a revised PSP incorporating the changes will be submitted to the NRC in accordance with 10 CFR 50.54(p)(2) and 70.32(e).
The VNC representatives stated that license amendments will be submitted to modify condition 2.C(3) of the R-33 license, and safeguards condition SG-1.1 of the SNM-960 license to clarify that the VNC can make changes to the PSP without prior Commission approval in accordance with 10 CFR Sections 50.54 and 70.32, respectively.
Action item:
The licensee will submit the PSP changes and license amendment requests before the end of March 2019.
