SAFETY EVALUATION REPORT: SUBMITTAL DATED DECEMBER 18, 2018, REQUEST FOR APPROVAL OF THE SITE EMERGENCY PLAN, REVISION 19 BACKGROUND By letter dated December 18, 2018 (LTR-RAC-18-87) (Agencywide Documents Access and Management System [ADAMS] Accession Number ML18352A713), Westinghouse Electric Company, LLC (WEC or licensee) requested the U.S. Nuclear Regulatory Commission (NRC) staff to review and approve the Site Emergency Plan (SEP), Revision 19. The revision provides updates for recent facility changes and a general update of plant emergency planning activities, but it maintains the WEC emergency response capability equivalent to the existing plan. The licensee opted to submit the revision as an amendment because of the significant restructuring of the plan. The licensee utilized Regulatory Guide 3.67 Standard Format and Content for Emergency Plans for Fuel Cycle and Materials Facilities, Revision 1, April 2011 (ADAMS ML103360487) to develop Revision 19.

The license amendment updates the license safety condition S-2 tospecify that WEC will use the SEP, Revision 19 and subsequent revisions that do not require NRC pre-approval.

DISCUSSION Revision 19 of the WEC SEP is a complete reformatting. The revised plan includes changes to onsite medical response, provisions for use of alternate Emergency Operations Center locations, and updates to hazardous material inventory information. The change incorporates a reduction of calibration frequency for portable radiation survey instrumentation from semi-annually to annually. This reduction was implemented in accordance with the NRCs previous approval letter dated July 8, 2012 (ADAMS ML14304A138).

The NRC staff reviewed the changes to the WEC SEP and determined that the proposed Revision 19 to the WEC SEP is administrative, organizational, or editorial in nature. The updates and reformatting of the plan maintain the WEC emergency response capability equivalent to the existing plan.

OFFICIAL USE ONLY SECURITY-RELATED INFORMATION ENVIRONMENTAL REVIEW The NRC staff determined that the proposed Revision 19 to the SEP is administrative, organizational, or procedural in nature. The updates and reformatting of the plan will not impact any effluents, will not result in any changes to radiation exposures, do not have construction impacts, and do not increase the potential for radiological accidents. Therefore, the amendment to revise the emergency plan is categorically excluded from the requirements to prepare a site-specific environmental assessment consistent with Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 51.22(c)(11). In accordance with 10 CFR 51.22(d), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The NRC staff concludes that amending the license to require use of the updated SEP, Revision 19, is justified and warranted, and will not reduce the effectiveness of the licensees emergency plan. Thus, license condition S-2 is being updated as follows:

S-2 The licensee shall maintain and execute the Site Emergency Plan for the Columbia Fuel Fabrication Facility, Revision 19, dated December 18, 2018, or as further revised by the licensee consistent with 10 CFR 70.32(i).
