SUBJECT:
WESTINGHOUSE SITE EMERGENCY PLAN REVISION AND AMENDMENT REQUEST Westinghouse Electric Company LLC (Westinghouse) hereby requests Nuclear Regulatory Commission approval of the enclosed Site Emergency Plan, Revisions 19 to include the associated amendment to our Columbia Fuel Fabrication Facility (CFFF) SNM-1107 license. This revision incorporates recent facility changes and a general update of plant emergency planning activities. This revised plan does not reflect any new chemical or radiological scenarios from previous plans.
Some of the specific revisions include changes to onsite medical response, provisions for use of alternate Emergency Operations Center locations, and updates to hazardous material inventory information.
Radiation protection instruments' calibration intervals previously specified in the plan have also been revised. The revised text allows the previously approved SNM-1107license amendment (ML 14304Al38) to govern portable radiation survey instrument calibration intervals which is at least annually. That change followed the guidance provided in the American National Standard (ANS), Radiation Protection Instrument Test and Calibration, Portable Survey Instruments (ANSI N323A-1997) as mentioned in Regulatory Guide 8.24, Health Physics Surveys during Enriched Uranium-235 Processing and Fuel Fabrication, Rev 2.
This plan maintains the Westinghouse emergency response organization capability equivalent to the existing plan. In accordance with the governing requirements this revised plan was submitted to state and local agencies for review. These agencies responded that the proposed changes were acceptable.
