OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 21, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 21, 2019. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19028A024. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The other documents referenced during the discussion can be found at the ADAMS Accession Nos. given below:

J. Dixon-Herrity Summary of Meeting:
On February 14, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed two topics: (1) SNCs draft submittal of Alternative PST-ALT-02, which involves preservice testing of Class 1 safety valves (see ADAMS Accession No. ML19035A616), and (2) NRC staff feedback on SNCs draft response to a RAI about SNCs request for an exemption regarding operator licensing (see ADAMS Accession Nos. ML19050A015 and ML19053A787).
SNC Draft Submittal of Alternative PST-ALT-02, Preservice Testing of Class 1 Safety Valves The staff identified the following suggested clarifications for the submittal. SNC agreed to consider these clarifications:
- The submittal should consider the potential need to conduct a mid-cycle outage to perform inservice testing of the Class 1 safety valves to satisfy the 24-month test interval specified in the submittal.
- The submittal should indicate the valves to be used as Class 1 safety valves (SNC indicated the current plan is to use standard Crosby valves) and discuss their history of acceptable performance, such as setpoint drift.
- The submittal should specify the precise alternative being requested in comparison to the American Society of Mechanical Engineers (ASME) OM Code, Appendix I, Section I-7210, requirements.
28 and 29 are relevant to the alternative request. Therefore, the submittal should indicate whether these or other ITAAC are impacted by the alternative request.
Exemption Request for Operator Licensing, NRC Feedback on SNCs Draft RAI Response SNC provided responses to the staffs questions on the information provided in its draft RAI response (i.e., in ADAMS Accession No. ML19053A787). The staff requested that SNC include the information it provided during the meeting in its RAI response. Additionally, the staff recommended that SNC explain in its RAI response why written exam questions only were an adequate tool to evaluate whether the 12 former Virgil C. Summer Unit 2 applicants had learned to implement the conduct of operations procedures for Vogtle Unit 3. (On NRC operator

Dixon-Herrity licensing exams, senior operator applicants must answer written exam questions and also perform job performance measures on conduct of operations topics; i.e., topics related to Sections 2.1 - 2.3 of NUREG-2103). SNC agreed to consider the staff feedback in its subsequent formal response to the RAI.
At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
