Items of Interest Week Ending February 15, 2019 Differing Professional Opinion Regarding Two Final Significance Determinations for Wolf Creek Generating Station On December 31, 2018, the Regional Administrator (RA), Region IV, issued a decision on a Differing Professional Opinion (DPO) involving the issuance of two final significance determinations for inspection findings at the Wolf Creek Generating Station. The DPO raised concerns that the inspection findings were incorrectly dispositioned as very low security significance (Green) and should have been dispositioned as Greater than Green findings. A DPO ad hoc review panel was established to review the DPO submittal and issue a report to the RA. Regarding the first finding, the panel felt that the significance determination of Green was appropriate. For the second finding, the panel agreed with the submitter that the finding should have been dispositioned as Greater than Green. Based on a review of the DPO submittal, panel report, relevant inspection reports, and information provided at the Regulatory Conference with the licensee, the RA determined that both findings were appropriately dispositioned as Green.

Items of Interest Week Ending February 15, 2019 Seabrook Station, Unit 1, Alkali-Silica Reaction (ASR) License Amendment Request and License Renewal Public Meeting On February 13, 2019, the staff held a public meeting in Hampton, NH, to discuss the NRC's plans related to the schedule for issuing the license amendment associated with ASR and the renewed Seabrook license. The meeting was attended by several hundred public officials, members of the public, and other stakeholders. The staff answered attendees' questions regarding the change in NRC's scheduling plans for these licensing actions, as well as questions related to ASR. A transcription of the meeting will be made publ icly available as part of the meeting summary.

Items of Interest Week Ending February 15, 2019 Update to Fees for Search and Review of Agency Records by NRC Personnel: Direct Final Rule; Confirmation of Effective Date; Part 9 of Title 10 of the Code of Federal Regulations (10 CFR) [Regulatory Identifier Number (RIN) 3150-AKOG; NRC-2017-0144]

On February 11, 2019, the NRC published a document in the Federal Register (84 FR 3095) confirming the effective date of March 4, 2019, for the direct final rule that was published in the Federal Register on December 19, 2018 (83 FR 65075). This direct final rule revised the fees charged for search and review of agency records by NRC personnel in response to certain Freedom of Information Act requests. The effective date of March 4, 2019, for the direct final rule published December 19, 2018, is confirmed.

Individual Monitoring Devices for Industrial Radiographic Personnel: Petition for Rulemaking: Partial Consideration in the Rulemaking Process; 10 CFR Parts 34, 36, and 39 (PRM-34-7; NRC-2016-0182)

On February 11, 2019, the NRC published a document in the Federal Register (84 FR 3116) stating that it will consider in its rulemaking process one issue raised in a petition for rulemaking (PRM) , PRM-34-7, submitted by the American Society for Nondestructive Testing and the Nondestructive Testing Management Association, and is denying one aspect of PRM-34-7. The petitioners requested that the NRC amend its regulations to authorize the use of "improved" individual monitoring devices for industrial radiographic personnel. The docket for the petition for rulemaking, PRM-34-7, is closed on February 11, 2019.

List of Approved Spent Fuel Storage Casks: TN Americas LLC Standardized Advanced NUHOMS System, Certificate of Compliance No. 1029, Amendment No. 4: Direct Final Rule; Confirmation of Effective Date; 10 CFR Part 72; (RIN 3150-AK20: NRC-2018-0265)

On February 15, 2019, the NRC published a document in the Federal Register (84 FR 4309) confirming the effective date of March 12, 2019, for the direct final rule that was published in the Federal Register on December 27, 2018 (83 FR 66585). This direct final rule amended the NRC's spent fuel storage regulations by revising the "List of approved spent fuel storage casks" to include Amendment No. 4 to Certificate of Compliance No. 1029 for the TN Americas LLC Standardized Advanced NUHOMS Horizontal Modular Storage System . The effective date of March 12, 2019, for the direct final rule published December 27, 2018, is confirmed.
