OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 7, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 7, 2019. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19028A022. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. On February 7, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed topics (see ADAMS Accession No. ML19037A317) regarding SNCs Fitness for Duty exemption request (see ADAMS Accession No. ML18340A280), SNC indicated that it planned to submit a supplement with additional information (i.e., no request for additional information is needed). During the meeting, SNC stated the following information in response to the staff discussion topics:

  • Under the exemption, if granted, construction visitors would be under direct observation of their assigned escorts. SNC also clarified that an assigned escort would have no additional duties.
  • For SNCs Construction fitness-for-duty (FFD) program, the definition of management and supervision, as used by SNC, is the same as that specified in the regulatory definitions in Title 10 of the Code of Federal Regulations (10 CFR) 26.5.
  • Under the exemption, if granted, SNC would have administrative processes in place to assure that individuals performing activities under 10 CFR 26.4(e) from those performing activities under 10 CFR 26.4(f).
  • Under the exemption, if granted, SNC would experience cost savings related to having certain individuals immediately available to perform work because SNC would be able to process workers more quickly as escorted visitors than through Subpart K construction FFD program.
  • Under the exemption, if granted, SNC would experience a reduction in burden through increased flexibility and shorter hold times for emergent work.
  • SNC clarified that, while it expected to apply the exemption to emergent work, the exemption was being requested to allow flexibility for all qualifying workers (i.e., qualified by both their length of time onsite and the type of work performed) so that they would have the same flexibility as at SNC operating plants.

SNC stated that their issuance of a supplemental letter and subsequent NRC review will not adversely affect their licensing or construction schedule. At the end of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
