February 4, 2019 Mr. Joseph W. Shea Vice President, Nuclear Regulatory Affairs and Support Services Tennessee Valley Authority 1101 Market Street, LP 4A Chattanooga, TN 37402-2801
Dear Mr. Shea:
SUBJECT:
ASSESSMENT FOLLOWUP LETTER FOR WATTS BAR NUCLEAR PLANT UNIT 2 As a result of our quarterly review of plant performance, which was completed on January 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) updated its assessment of Watts Bar Nuclear Plant Unit 2. The NRCs evaluation consisted of a review of performance indicators (PIs) and inspection results. This letter informs you of the NRCs assessment of your facility and supplements, but does not supersede, the mid-cycle letter issued on August 31, 2018.
Watts Bar Unit 2 Unplanned Scrams per 7000 Critical Hours PI exceeded the Green-to-White threshold value in the second quarter of 2018. On December 14, 2018, the NRC completed a review of your corrective actions for the White PI using Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area." The Regulatory Performance meeting was subsequently conducted on January 30, 2019.
The NRC concluded that the corrective actions taken were sufficient to meet the inspection objectives of the procedure. The NRCs inspection is documented in inspection report (IR) 05000391/2018040 which is publically available in the Agencywide Document Access and Management System using accession number (ML19022A291). The NRCs review of Watts Bar Nuclear Plant Unit 2s performance identified that the Unplanned Scrams per 7000 Critical Hours PI returned to Green in the fourth quarter of 2018 based on PI Data updated on January 23, 2019. Therefore, all the findings and performance indicators that input into the Action Matrix are Green. Accordingly, per the guidance in Inspection Manual Chapter (IMC) 0305, Operating Reactor Assessment Program, Watts Bar Unit 2 transitioned to the Licensee Response Column (Column 1) of the NRCs Action matrix, effective January 1, 2019.
