Predecisional Enforcement Conference Summary Licensee: Southern California Edison Facility: San Onofre Nuclear Generating Station License Nos.: DPR-13; NPF-10; NPF-15 Docket Nos.: 050-00206; 050-00361; 050-00362; 072-00041 EA-18-155 On January 24, 2019, representatives of Southern California Edison (SCE) met with U.S.
Nuclear Regulatory Commission (NRC) personnel in the Region IV Office in Arlington, Texas, to discuss the two apparent violations described in NRC Inspection Report Number 050-00206/2018-005, 050-00361/2018-005, 050-00362/2018-005, 072-00041/2018-001 dated December 19, 2018 (Agencywide Document Access and Management System [ADAMS]
Accession No. ML18341A172). The conference was held at the request of the licensee.
Doug Bauder, Vice President of Decommissioning and Chief Nuclear Office, and other staff from SCE presented their response to the apparent violations. The licensee presented a summary of the causes for the apparent violations and the associated corrective actions.
Mr. Bauder stated that they accepted both apparent violations and supporting facts and circumstances, as described in the NRC inspection report. The licensee also discussed the safety significance of the two apparent violations and provided factors for consideration by the NRC when determining the final severity levels of the apparent violations.
The meeting was open to the public as a Category 1 meeting. The public was invited to observe the meeting, and the public had the opportunity to communicate with the NRC after the business portion of the meeting but before the meeting was adjourned. The meeting was broadcast via Webinar to allow public observation from remote locations.
