Dear Mr. Vassallo:

OPERATOR REQUALIFICATION PROGRAM SALEM NUCLEAR GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In response to your letter of February 19 1 1975 concerning additional information on the Salem program for licensed* oper-ator requalification, we will comply with the Regulatory staff position and will amend the Salem FSAR in the near future to include these commitments:

(l} Applicable portions of Title 10, Chapter 1, Code of Federal Regulations, will be factored into the lecture series; (2) lecture schedules will be based on the results of annual written examina-tions, and the topics in which greatest weaknesses appear will be scheduled early. in the series; and (3} lecture schedules will consider vacation periods and extended plant outages to be sure that excessive gaps in training do not occur.

and 12.16 below.

12.14 We will use the results of the annual written examination to develop the lecture series and required attendance. The minimum grade acceptable for exemption from attendance at a particular lecture is 80 percent in that category of the examination.

  • 12.16 As stated in 12.13, we will establish a minimum acceptable overall score of 70 percent on the annual written examination. Individuals with scores below this will participate in an accelerated training program and will not perform lic.ensed duties until they satisfactorily complete the accelerated progr~m.

12.17 We will comply with the NRC positions:

1. Attachment I, "Acceptable Reactivity Manipulations for a PWR" to your letter, will be utilized as the basis for credit-ing individuals with reactivity control manipulations.
2. The Chief Engineer and Operating Engineer will meet the requirements only if they

3. Each licensed individual will demonstrate his cOmpetency in Overall Plant Operating Instructions and Emergency Instructions*

4. The commitment for licensed operators and senior operators to review the contents of abnormal and emergency procedures was intended as part of the next-to-last paragraph of Ql2.7-9e of the FSAR. The revised FSAR will clarify this commitment and its associated documentation.
5. Prior to implementing simulator training, a description of th~ proposed training program and the identification of the simu-lator to be used will be submitted to the NRC for approval.

12.19 We will modify the refresher operations section to assure special emphasis will be placed on instruction regarding changes in facility design, procedures and facility license made during the individual's absence from licensed duty.

  • The above changes will be submitted in an amendment to the FSAR in the near future.
