January 28, 1977 Enclosed you will find a copy of a resolution adopted by the Township Committee of Lower Alloways Creek Township, Salem County, New Jersey,-on January 21, 1977, regarding nuclear power plants at Artificial Island.

As you read the enclosed resolution you will find particular comments and objections regarding the placement of additional nuclear facilities, either on or in the adjacent waters at Art-ificial Island.

RESOLUlJON OBJECTING 10 ANY MORE NUCLEAR GENERATING UNITS IN LOWER ALLOWAYS CREEK TOWNSHIP OR IN THE WATERS ADJACENT THERETO WHEREAS, Salem Nuclear Generating Station Unit #1 and P.nit #2 are

  • ~-I under construction and permits have been issued for Hope Creek Nuclear Generating Stations Unit #1 and Unit #2, making a total of four nuclear generating units in close proximity on Artificial Island in Lower Alloways Creek Township, New Jersey; and*

WHEREAS, this concentration of four nuclrar rower plants will comprise one of the greatest concentrations of nuclear rower plants in any municipality in th~ United States and possibly in the world; and WHEREAS, the citizens of Lower Alloways Creek Township are alarmed about the dangers and risks attendant to the construction and operation of additional nuclear power plants in Lower Alloways Creek Township or in the waters adjacent.there-to; ~ nd WHEREAS, according to current NRC regulations the permissible radiation dose from a cluster of nuclear plants is the sum of the doses from each plant, so*

that the radiation dose to citizens in Lower Alloways Creek Township will increase with the operation of each additional plant; and WHEREAS, additional nuclear plants adjacent to Salem and Hope Creek plants, affect other municipalities in the State if New Jersey as well as the State of Delaware and multiply the possibility of an accident and the frequency of evacuations of increasingly larger areas; and WHEREAS, the construction and operation of any additional vuclear power plants can only lead to the further degradation of the local environment, with little or no compensating benefit to the citizens of Lower Alloways Creek Township;

.and WHEREAS, it cannot be in our national inte~est to unduly concentrate electrical power production thereby making it possible for either internal or

~~ernal enemies totkriously disrupt our national llctrical pov-11~r oul.pul. in one blow; NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Town-ship of Lower Alloways Creek, County of Salem, State of New Jersey, that it is inaiterably opposed to the construction of any additional nuclear generating plants in Lower Alloways Creek Township or in the waters adjacent thereto, float-ing or otherwise, and that such additional units or "nuclear clusters" are com-pletely unacceptable to the people of Lower Alloways Creek Township and con-trary to their safety and well being; and BE IT FURTHER RESOLVED that the Township Committee of Lower Alloways Creek Township will do everything within its power to resist and prevent the

_construction of any additional nuclear generating units in Lower Alloways Creek Township or in the adjacent waters.
