ADDITIONAL INFORMATION ON REQUEST FOR AMENDMENT OF FACILITY OPERATING LICENSE DPR-70 SALEM NUCLEAR GENERATING STATION, UNIT NO. 1 DOCKET NO. 50-272 As agreed in a conference call on April 13, 1978 among your staff (Messrs. G. Zeck and w. Pasciak) and our Licensing and Environment Department (Messrs. D. E. Cooley and M. D. London) we are submitting additional information which supports our request to better define the phytoplankton, ichthyoplankton, and diamondback terrapin sampling programs.

We hope this information satisfies the technical concerns of your staff and that our License Change Request can be processed and approved at your earliest convenience.

Specification Change as Requested in LCR 77-12

Aquatic Studies

a.

Phytoplankton We propose to revise the second sentence of the first paragraph in this specification (Pages 3.1-9 and 3.1-10) to read:

"Surface and near bottom samples shall be collected biweekly to monthly (weather permitting) (April through September) and monthly to quarterly (October through March) within the study area illustrated in Figure 3.1-1 (Also see Table 3.1-2)."

Clarification The current specification requires biweekly sampling (weather permitting) within a permissible range of biweekly to quarterly sampling as specified in Table 3.1-2.

The revision specifies more frequent sampling from April through September when phytoplankton populations are most abundant, and less frequent sampling from October through March when populations are typically sparse.

The distic-tion between the two periods is based on the results of pre-operational monitoring program.

Specification Change as Requested in LCR 77-12 We propose to revise the first sentence of the fourth paragraph (Page 3.1-10) to read:

"A productivity study shall be performed bimonthly (May through September) to quarterly (October through April),

weather permitting, at appropriate control and thermally affected stations along with chlorophyll a analysis.

(Also see Table 3.1-2.)"

Clarification The revision maintains bimonthly sampling from May through September when productivity rates are highest, but speci-fies quarterly sampling from October through April when productivity rates are low or negligible.

This change is based on the pre-operational and operational monitoring program results. P78 50 55

Ichthyoplankton We propose to revise the sentence starting in line three, paragraph one (Page 3.1-10) to read:

"In addition, mid-water samples shall be collected at offshore stations where depth exceeds 30 ft at mean low water (MLW)."

Clarification According to the current specification, the stations at which mid-water samples shall be collected is dependent on two criteria:

1) the location is considered "offshore," and 2) the water depth exceeds 20 ft, (MLW)
  • Since there are other stations where the depth exceeds 20 ft and which also might be considered "offshore," the change to a 30 ft depth limit will better delineate the desired locations for mid-water sampling.

The proposed revision in no way changes the location or number of stations at which mid-water samples will be taken.

Rather, it eliminates ambiguity as to their possible location. P78 50 56

Terrestrial Studies

1.

Diamondback Terrapin We propose to revise the paragraph on (Page 3.1-14) to read:

"Seasonal monitoring (June through November, weather permitting) of nesting by the diamondback terrapin on Sunken Ship Cove Beach and in regions outside the thermal plume."

Clarification Studies by Ichthyological Associates in Delaware Bay,and by Burger and Montevecchi (1975) in New Jersey, have shown that diamondback terrapin nest in the region of Artificial Island only during, June and July.

Emergence of young occurs mostly in August and September but may continue into No-vember if the weather remains warm.

There is no justifi-cation for monitoring of nesting in other than the described period.
