Your letter of January 28, 1977 to the Honorable James R. Schlesinger, enclosing a resolution regarding additional nuclear generating plants at
.Artificial Island or in adjacent waters, has been referred to the Energy Research and Development Administration (ERDA) for reply.
The resolution adopted by the Township Committee of Lower Alloways Creek Township has been noted.
However, in the Federal Government the licensing of nuclear power plants is the responsibility of the Nuclear Regulatory Commission (NRC).
We are informed that Mr. Roger S. Boyd of the NRC replied to you on February 21, 1977 concerning the resolution.
As you know, the NRC holds several hearings in the vicinity of the site as part of its licensing procedure, during which all interested parties can present their views.
We suppose that various state and local licensing procedures also allow presentation of local views.
Of course, these opportunities are pursuant to an actual application for siting a power plant, and we recognize that the Township Committee intends its resolution as previous notice of its feelings in the matter.
It is noted that concern is expressed in the resolution about the safety of nuclear power plants.
We are taking the liberty of enclosing a copy of the executive summary of publication WASH-1400, which is the definitive study of the safety of U.S. commercial nuclear power plants.
