OF PUBLIC TELECONFERENCES HELD BETWEEN JANUARY 22, 2019, AND FEBRUARY 19, 2019, REGARDING RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION NUMBER 9608 IN NUSCALE POWER LLCS DESIGN CERTIFICATION APPLICATION On January 22, 2019, and February 19, 2019, a series of Category 1 public teleconferences were held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meetings were to discuss NuScales response to Request for Additional Information (RAI) 9608, Question 14.03.08-1. The meeting notices were posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession Numbers ML19022A142 and ML19050A443. Enclosure 1 captures the summary of topics discussed during these meetings. The Meeting Agendas and Lists of Attendees are included in Enclosures 2 and 3, respectively. Enclosure 4 provides the Discussion of RAI 9608, Example ITAAC.

DATE 03/04/2019 02/25/2019 03/04/2019 PUBLIC TELECONFERENCES HELD BETWEEN JANUARY 22, 2019, AND FEBRUARY 19, 2019, REGARDING RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION NUMBER 9608 IN NUSCALE POWER LLCS DESIGN CERTIFICATION APPLICATION January 22, 2019 - February 19, 2019 Meeting Summaries January 22, 2019, Meeting On October 23, 2018, the staff issued request for additional information (RAI) 9608, Question 14.03.08-1 (ML18296A234), regarding the inspections, tests, analyses, and acceptance criteria (ITAAC) that verify that the as-built components of the radioactive waste systems, meet the appropriate design criteria. NuScale responded on December 20, 2018 (ML18354B151).

The staff began the teleconference by acknowledging the amount of work and thought that went into preparing the response to RAI 9608. The staff also noted that the scope of the equipment in Standard ITAAC R07 could be broad. The intent of this RAI was to request an ITAAC to verify only those components used to contain some of the most radioactive material in the plant.

The staff reviewed the non-seismic Category 1 RW-IIa equipment and identified the following components that need to be verified by ITAAC:

  • degasifiers, including components and piping up to the first isolation valves.
  • guard and decay beds, including components and piping up to the first isolation valves.

The staff clarified that the scope of this requested ITAAC would not include all equipment classified as RW-IIa such as conduits and cable trays and not incorporate detailed design drawings such as piping isometrics or equipment layout.

The staff noted that there are several ways in which an ITAAC could be developed. In response to a request from NuScale, the staff offered to provide NuScale with an example of how this could be done. Enclosure 4 contains the example ITAAC provided to NuScale.

NuScale asked for clarification regarding the acceptance criteria to be used for the components within the scope of the requested ITAAC. The staff responded that the requested ITAAC could consist of an inspection of the as-built components and the acceptance criteria could be that a report exists and concludes that the as-built components meet the appropriate design criteria.

The staff noted that it will begin preparing a new draft RAI requesting the information discussed in this meeting. NuScale understood the revised scope described by the staff and will evaluate this information. NuScale will inform the staff by January 29, 2019, whether a revised or supplemental response to RAI 9608 would be submitted. If a supplemental or revised response to RAI 9608 is provided, the staff may not need to issue a new RAI.

Enclosure 1

February 19, 2019, Meeting NuScale requested a followup teleconference on February 19, 2019, to continue discussions with the staff regarding its response to RAI 9608, Question 14.03.08-1. During this teleconference, NuScale described its proposed supplemental response to this RAI. NuScale noted that the example ITAAC provided by the staff in Enclosure 4 was helpful in drafting its response. NuScale described the design commitment of the ITAAC, it proposes, to address the staffs concerns raised in this RAI. NuScales proposed ITAAC would combine the two ITAAC examples provided by the staff into a single ITAAC and move the reference to Regulatory Guide 1.143 from Tier 1 to Tier 2. In preparing its response, NuScale also noted that it considered other RW-IIa components that may need to be covered by this ITAAC. The staff had no comments at this time on NuScales proposed design commitment. In response to a question from the staff, NuScale stated that the supplemental response could be submitted by the week of February 25, 2019, and include all markups to Tier 1 and Tier 2 material.

Discussion of RAI 9608 Example ITAAC During the January 22, 2019, public teleconference, the staff committed to providing NuScale with an example ITAAC that could address concerns raised in RAI 9608. The examples are provided below. Other variations may also be acceptable. Instead of listing the Regulatory Guide (RG) in the ITAAC, NuScale may wish to have the ITAAC list the appropriate design criteria from the RG. An alternative could also have the ITAAC reference a separate table with the components and piping segments and the appropriate design criteria.
