Mr. Doug Bauder
Vice President and Chief Nuclear Officer
Southern California Edison Company
San Onofre Nuclear Generating Station
P.O. Box 128
San Clemente, CA 92674-0128
SUBJECT:
SOUTHERN CALIFORNIA EDISON COMPANY RESPONSE TO NRC
SPECIAL INSPECTION REPORT 050-00206/2018-005, 050-00361/2018-005,
050-00362/2018-005, 072-00041/2018-001 AND NOTICE OF VIOLATION
Dear Mr. Bauder:
On November 28, 2018, the U.S. Nuclear Regulatory Commission (NRC) cited Southern
California Edison Company for three Severity Level IV violations that involved failures to:
(1) identify conditions potentially adverse to quality for placement into your corrective
actions program; (2) assure that operations of important to safety equipment were limited
to trained and certified personnel or under direct supervision; and (3) provide adequate
procedures for dry cask storage operations involving downloading operations. Inspection
Report 050-00206/2018-005, 050-00361/2018-005, 050-00362/2018-005, 072-00041/2018-001
with enclosed Notice of Violation required you to respond in writing within 30 days (Agencywide
Documents Access and Management System (ADAMS) Accession No. ML18332A357
and ML18341A172). You responded by letter dated December 26, 2018 (ML18362A148).
After reviewing the information you provided in your response to the Notice of Violation, we
have concluded that your completed and proposed actions appear to adequately address the
regulatory noncompliances described in the Notice of Violation. We will review your
implementation of these corrective actions during a future inspection to determine whether full
compliance has been restored and whether compliance will be maintained.
Please note that the two apparent violations that were described in Inspection
Report 050-00206/2018-005, 050-00361/2018-005, 050-00362/2018-005, 072-00041/2018-001
are under review by the NRC and will be the subject of a predecisional enforcement conference
that is scheduled to be held on January 24, 2019.
