Dear Sir or Madam:
By letter dated October 11, 2018 (Reference), the USNRC transmitted an Order that provided consent to the direct and indirect transfer of the Vermont Yankee (VY) license from Entergy Nuclear Operations, tnc. (ENOI) and Entergy Nuclear Vermont Yankee, to Northstar Nuclear Decommissioning Company, LLC (NOC). The first of the three conditions of the Order state the following:
Prior to the closing of the license transfer, Northstar NDC and Northstar VY shall provide the Directors of NRC's Office of Nuclear Material Safety and Safeguards (NMSS) and Office of Nuclear Reactor Regulation (NRR) satisfactory documentary evidence that they have obtained the appropriate amount of insurance required of a licensee under 10 CFR 140.11(a)(4} and 10 CFR 50.54(w) of the Commission's regulations, consistent with the exemptions issued to VY on April 15, 2016.
In accordance with the first condition of the Order, ENOI submits, on behalf of NOC, documentary evidence that NOC has obtained the appropriate amount of insurance required of a licensee under 1 O CFR 140.11(a)(4) and 1 O CFR 50.54(w) of the Commission's regulations, consistent with the exemptions issued to VY on April 15, 2016. Documentary evidence of proof of insurance per 10 CFR 140.11(a)(4) is contained in the Attachment 1 to this letter.
