OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON DECEMBER 6, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on December 6, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18323A086. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. Summer Nuclear Station (VCSNS) to VEGP

J. Dixon-Herrity Summary of Meeting:

On December 6, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed SNCs draft exemption request for transferring operator pass letters from VCSNS to VEGP.

The staff and SNC discussed SNCs responses to the staffs comments on the draft exemption request (ADAMS Accession No. ML18340A087). The staff noted that they understood SNCs responses. In response to Comment 2, SNC discussed that the VEGP and VCSNS training material had a common foundation (i.e., training material was developed from documents provided to both sites and was developed collaboratively by the sites) and that operators who received initial license training at VCSNS have been trained on the VEGP site-specific systems to ensure that any site-specific material, with operational relevance, was taught based on the SNC plant design. The staff noted that adding these descriptions to the submittal would clarify the request. Regarding Comment 4, the staff noted that a high level description summary of the subjects included in SNCs Operations Procedure training would be beneficial for the staff to evaluate. Regarding Comment 5, the staff asked SNC to clarify in the submittal that the upgraded VEGP Units 3 and 4 Technical Specifications were used in the development of the common training material for both sites. SNC stated that they understood the staffs comments and that they would update the request, as necessary, to include the requested clarifications.

Following the meeting, the staff informed SNC that the preliminary (unsigned) Form 398 should be submitted to NRCs Region II at the same time the exemption request is submitted and that the final (signed) forms can be submitted when and if the request is approved.

At the end of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
