  • Area Code 517 788-0550 February 18, 1977 Richard K Hoefling, Esq US Nuclear Regulatory Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - PROPOSED TECffi~ICAL SPECIFICATIONS During the first half of 1976, we discussed and/ or presented information to Messrs DD Camey, MM Cherry, E V Brown and L D Drain regarding our intention to make some minor modification and clarifications to the Palisades Technical Specifi-cations.

These changes are relative to heated waste discharged from the conden-ser cooling system and are reflected in the following documents:

1.

Letter dated March 19, 1976 from R Larry Drake to David D Camey;

2.

Letter dated March 23, 1976 from David D Camey to R Rex R~nfrow, III;

3.

Letter dated April 5, 1976 from R Rex Renfrow, III to David D Camey;

4.

Summary of Violations of the Heated Discharge Limit from the cooling towers at Palisades, which was attached to the April 5, 1976 letter;

5.

Letter dated April 12, 1976 from R Rex Renfrow, III to Robert J *vollen;

6.

Letter dated April 28, 1976 from-R Rex Renfrow to Myron M Cherry;

7.

Letter dated May 24, 1971 from Myron M Cherry to Judd L Bacon, which was attached to the April 28, 1976 letter; and 8~

A typed version of the NRC's suggested language for modified Section 3.9.9 of the Palisades Tech Specs, which was attached to the April 28, 1976 letter.

Pursuant to your request, we have reviewed this subject with Mr P A Perry, and also with other members of our staff, and conclude that we have not received any correspondence from any of the above indicating that the proposed change is unacceptable to them.

2 Mr P A Perry, Secretary, Consumers Power Company, is specified in Section l6 of the Palisades Plant Settlement Agreement Between Consumers Power Company and Michigan Steelhead and Salmon Fishermen's Assn, et al. as the representa-tive of Consumers Power Company to which all communications required by the agreement shall be delivered.

We presume that this information will be helpful to you and that the proposed Technical Specifications change will be promptly approved.
