INSPECTION CREDIT FOR PILOT ENVIRONMENTAL QUALIFICATIONS IN 7TH REACTOR OVERSIGHT PROCESS TRIENNIAL INSPECTION CYCLE The purpose of this memorandum is to allow regions to grant baseline inspection credit for the 7th triennial Reactor Oversight Process (ROP) inspection cycle (Calendar Year (CY) 2017 through CY 2019) at those facilities where pilot environmental qualification (EQ) inspections were performed during CYs 2015 and 2016. EQ inspections are scheduled to be performed once during the 7th triennial cycle at all licensees. Each region performed two pilot EQ inspections during CYs 2015 and 2016 using Inspection Procedure 71111.21N, Design Bases Assurance (Program) at the following sites:
Region I: Calvert Cliffs Region II: St. Lucie Fitzpatrick Browns Ferry Region III: D.C. Cook Region IV: South Texas Dresden Columbia Generating Station The Director, Office of Nuclear Reactor Regulation determined that it is appropriate to grant inspection credit to those licensees who volunteered to host the pilot EQ inspections. These licensees received their EQ inspections in CYs 2015 or 2016 and therefore, performing another EQ inspection during the 7th ROP triennial cycle is not necessary.
