In support of the application renewal to the Competent Authority Certification (CAC)
USA/0565/B(U)F-96, Reference [1] above, TN Americas LLC, on behalf of TN International, is providing supplemental information. This information is based on recent communications with both the U.S. Department of Transportation (DOT) and the U.S. Nuclear Regulatory Commission (NRC) [2].
The following enclosures are included:
- provides page 4/10 from the English translation of French Approval Certificate of a Package Design, Number F/357/B(U)F-96 (Revision 9af), specifically Table 9.2.1 for Content 9. This table is highlighted to indicate the permissible values applicable to the two specific shipments for which this revalidation request is needed. The Portugal RPI fuel shipment
Page 2 of 3 E-52876 October 17, 2018 consists of 14 fuel elements having UAlx-AL alloy fuel core, and the Greek fuel shipment consists of 38 fuel elements having U3SirAI fuel core. The shipments are loaded in separate TN-MTR packaging and transported on a single charter vessel.
- provides page 10/30 from Chapter 4A, Calculation of Equivalent Dose Rates Around the TN-MTR Packaging, and pages 4/48 and 12/48 from Chapter 4A-11, Evaluation of the Equivalent Dose Rates Around the TN-MTR Packaging Loaded with Fuel Elements in MTR-68, MTR-52, MTR-52S, MTR-52SV2, and MMTR-44 Baskets. Chapter 4A of the Safety Analysis Report (SAR), Section 6.2 (page 10/30) states in part the following:
"Maximum equivalent dose rates (1780 mSvlh in contact.... ". This value of 1780 mSv/hr is incorrect due to a typographical error in translation and should be 1. 780 mSv/hr. Pages 4/48 and 12/48 from Chapter 4A-11 show the correct value is 1. 780 mSv/hr. Computer files referenced in Chapter 4A-11 are available upon request. Note that this maximum value is for the MTR-68 basket under Content 2, as shown in the first table on page 4/48 of Chapter 4A-11. This revalidation request pertains to contents specified in Appendix 9, which utilize the MTR-SVR52 basket with a maximum equivalent dose rate of 1.193 mSv/h under Content 1 (see the second table on page 4/48 of Chapter 4A-11).
- provides Appendix A, Spent Nuclear Fuel Acceptance Criteria document DOESRAAF-18-115.1 and 115.2, for the Greek Research Reactor fuel. This provides a detailed description of the material to be delivered to DOE in accordance with the requirements of this appendix, specifically fuel description and assembly specific data as of December 31, 2018.
This enclosure is considered Security Related Information in accordance with NRC Regulatory Issue Summary 2005-31. Therefore, a public version is not provided.
- provides Appendix A, Spent Nuclear Fuel Acceptance Criteria document DOESRAAF-18-116.1and116.2, forthe Portugal Research Reactor fuel. This provides a detailed description of the material to be delivered to DOE in accordance with the requirements of this appendix, specifically fuel description and assembly specific data as of December 31, 2018. This enclosure is considered Security Related Information in accordance with NRC Regulatory Issue Summary 2005-31. Therefore, a public version is not provided.
- provides a non-proprietary version of the English translation of Revision 15 of the TN International SAR, dated November 17, 2015. The document number for the English translation is DOS-18-011415-000-NPV-1.0, Rev. 1.
