Framatome intends to Request an Amendment of Docket No. 71-9319, Framatome MAP-12 and MAP-13 Shipping Container.

(2) NRC Certificate of Compliance Number 9319 Revision 10 Framatome Inc. (Framatome) wishes to inform the NRC that we intend, per the provisions of 10 CFR 71.19(c), to formally request an amendment to Certificate of Compliance 9319 for the MAP-12 packaging the week of December 101\\ 2018. This request is in support of the delivery of Accident Tolerant Fuel to a commercial customer.
We will be submitting this application for changes to the Certificate of Compliance (CoC) and Safety Analysis Report (SAR) as the result of a design change to fuel cladding that adds a thin layer of chromium to the previously authorized zirconium alloy cladding. No other changes to the shipping packaging nor allowed fuel designs are being requested. Framatome's internal analysis indicates that this thin layer of chromium enhances fuel safety with no deleterious effects relative to safe shipment of the fuel in the MAP packaging.
Framatome has a commercial need to make shipments of fuel assemblies to a commercial U.S.
Reactor beginning January 16, 2019 and requests that the NRC make the needed staff assignments to support this amendment request.
