[External_Sender] NRC invitation to the SONGS CEP meeting on 29 Nov Hi Christopher:
I am writing to request your consideration in a higher priority if possible for someone attending the SCE-SONGS Citizen's Engagement Panel {CEP) Meeting next week. See below email, received to date by our Chairman Dr. David Victor, on our request for a regional attendance. I would like to request your consideration and that of Chairman Svinicki, if possible, in this regard. The primary reason for making this request is that at our CEP Meeting upcoming on November 29th, we have a very large number of the local public attending, and raising questions on the performance of SCE and the NRC in ensuring public health and safety. If someone from NRC could attend, and although the findings are not final, if they could help relay the methodology used in the NRC inspection and the criteria applied--- it would really help our case.
Please advise when you can.
Thanks and best regards, Ted Quinn ANS Past President IEC SC45A WGA9 Convenor President, Technology Resources http://www.technology-resources.com/

Re: invitation to the SONGS CEP meeting on 29 Nov David, thanks for the feedback and for the invitation. Troy and I have discussed the invite and based on where we are in the review process and the progress that has been made by SCE to date, we' re not certain that further public discussion on 11/29. We do want to have public engagement prior to SCE resuming fuel loading operations, but we aren't certain that we can bring any new information to the table by that date. We discussed a couple of other options that I'd like to review with you, so let me know when you are available for a conversation.

Dear Troy and Linda I appreciated the NRC webinar about the canister event at SONGS. It was factual and informative, and it elicited many helpful comments and questions from the public. We in the CEP have pointed widespread attention to the NRC event and continue to direct people to the webinar as a good source of information.
As you know, the CEP is hosting its next meeting on 29 November with a focus squarely on this canister incident-and on the plans from Edison for the future and restart. I write to invite an appropriate senior NRC official to join the meeting and the public discussion. The meeting will include a presentation from SCE about what happened and the road ahead, comments and questions from the CEP, and a long period for public comment (with responses from Edison and others after every few comments). I will moderate, as usual.
If NRC could join I would want you to make a brief presentation (a couple slides) on the key ideas from the webinar and then focus on your roles during the retraining and restart process. Your presentation (perhaps about 10-15 mins max) would follow SCE. But I see the central role not simply with a presentation but also to hear and play a role in fielding questions from the public.
I very much hope NRC can join us.
With all best wishes, David David Victor, Chairman SONGS Community Engagement Panel.
