Background
- Under 10 CFR 50.55a facilities licensed under Part 52 are subject to Section III of the ASME Code prior to the 52.103(g) finding. Following the 10 CFR 52.103 (g) finding, the licensee is subject to ASME Section XI.
- ASME Section III requires a pressure test at 1.25 times design pressure following performance of a repair and/or replacement activity associated with a Class 1, 2, or 3 pressure boundary.
- The requirement to conduct multiple pressure tests at the elevated pressures required by ASME Section III following repair/replacement activities prior to the Section 52.103(g) finding creates a hardship associated with establishing test boundaries and elevated test pressures.

Issue Resolution (Licensing Path for Changes):
ASME Section III Code Alternative Proposal:
- Request to perform pressure test at nominal system operating pressure for components repaired and/or replaced following the ASME Section III N-5 installation data report consistent with Section XI requirements.
License Amendment and Exemption:
- Expands on ASME Section III alternative request basis and address impact of alternative on ITAAC

Basis
- Initially all ASME Section III requirements for system have been met, as documented by completion of N-5
- This includes all ASME Section III examinations performed; these examination are performed in accordance with ASME Section V
- Pressure Testing post N-5 will be performed in accordance with ASME Section XI
- ASME Section XI is a proven industry code
- This approach is consistent with operating plants and when they transition to ASME Section XI pressure testing.
- The above approach provides reasonable assurance of the structural integrity of the subject ASME Section III piping.

Documentation
- Pressure testing required following the completion of the N-5 installation data report will be documented on a supplement to the N-5 installation data report
- Requires ANI review
- An ITAAC Post Closure Notification (PCN) will be issued for ASME pressure tests completed following the completion of the N-5 installation data report
