REQUEST FOR ADDITIONAL INFORMATION REGARDING THE ENVIRONMENTAL REVIEW FOR THE PROPOSED RENEWAL OF THE WESTINGHOUSE COLUMBIA FUEL FABRICATION FACILITY (DOCKET NUMBER: 70-1151)

Dear Ms. Parr:

Westinghouse Electric Company, LLC submitted a license renewal application in December 2014 (Agencywide Documents Access and Management System (ADAMS)

Accession Number ML14352A111) to the U.S. Nuclear Regulatory Commission (NRC) with a request to renew Special Nuclear Materials SNM-1107 license for the Columbia Fuel Fabrication Facility (CFFF) for an additional 40 years. In accordance with the National Environmental Policy Act (NEPA) and the NRCs implementing regulations at Title 10 of the Code of Federal Regulations (10 CFR) Part 51, the NRC conducted a detailed environmental review of the proposed license renewal which was documented in an Environmental Assessment (EA) (ADAMS Accession Number ML18172A176) and Finding of No Significant Impact (FONSI). The FONSI was noticed in the Federal Register on June 15, 2018 (83 FR 28014).

In July 2018, CFFF notified the NRC of a leak from a hydrofluoric spiking station that allowed elevated levels of uranium and fluoride into the subsurface beneath the building. NRC was also informed that CFFF was pursuing additional investigation into a contaminated wastewater pipe leak that occurred in 2011. Westinghouse is conducting ongoing site investigations as required by South Carolina Department of Health and Environmental Control. This information emerged after the NRC published its EA and FONSI. Therefore, the NRC has decided to re-open its NEPA review. The NRC staff has developed the enclosed request for additional information (RAI) which is needed to proceed with the review.

The CFFFs responses to the RAIs regarding the NEPA review, and the environmental protection sections of the license application, should be provided to the NRC within 30 days from the date of this letter. If this timeframe is not sufficient, CFFF should notify the NRC in writing with an estimate of when the responses will be available. In order to facilitate high quality, comprehensive responses, the NRC staff may schedule a public meeting with CFFF to discuss the RAIs and ensure mutual understanding of the information needed. Prior to CFFF submitting a written response, a second public meeting may also be scheduled to discuss the proposed answers.
